Hervé Poussineau 0f3133c308 [SETUPAPI] Use CM_* functions to get list of devices 
- this prevents duplicating the code with umpnpmgr::PNP_GetDeviceList
- we can enumerate devices on other computers

This is part of the bugfix for CORE-17529
