Improve Start Menu usability.
JIRA issue: CORE-19477
- Add CSIDLFromID helper function.
- Return a context menu interface at CShellMenuCallback::OnGetContextMenu.
FIXME: CSIDL_CONTROLS, CSIDL_NETWORK, and CSIDL_PRINTERS context menu
wrongly open My Computer.
