Hermès Bélusca-Maïto 29cc1843d0 [SETUPLIB][USETUP] Minor improvements. 
- Make some partitioning functions not dependent on the selected "CurrentPartition".
- Add some sanity checks.
- Improve some of the "is-partitioned" checks.
