792bfe533c fix(cloudcommon): add rbac_policy_refresh_internval_seconds option 
Add new option rbac_policy_refresh_interval_seconds to control the
valid duration of a policy cache. The option is introduced at 3.6.
Replace option rbac_policy_sync_period_seconds.

QEMU 2.12 outputs device help on stderr in the following style

```
virtio-net-pci.speed=int32
```

QEMU 5.2.0 outputs it to stdout and in the following format

```
  speed=<int32>          -  (default: -1)
