docs: update README to consolidate and clarify CPA Usage Keeper details
- Moved CPA Usage Keeper from "CLI tools" to a dedicated "Usage Statistics" section. - Added details on its functionality, periodic data sync, SQLite storage, and built-in dashboard. - Applied updates across English, Chinese, and Japanese README files for consistency.
