A user with a project-scoped role opening any project integration
overview (e.g. Cron) hits an unbounded request loop — the page sits on a
skeleton forever while hammering the platform API until it gets rate
limited.

- `useProjectOAuthIntegrationData` now passes `retryOnMount: false` to
its five queries, so a 403 settles as a terminal error instead of
refetching on every consumer mount
## Why
Project-scoped roles have no org-level permissions, so `GET
/platform/organizations/{slug}/oauth/apps` 403s. We don't retry 4xx, so
the query settles into `error` with no data — and an errored query with
no data is never fresh, so it refetches on *every* new observer mount.
That feeds a loop: refetch → `isLoading` true → `IntegrationPage` swaps
its whole subtree to a skeleton → `<Component />` unmounts → 403 lands →
`isLoading` false → remounts → mounts fresh observers → refetch.
Measured ~20 req/s (480 observer add/removes and 120 requests in a 6s
window) until the API 429s it, then it continues at the retry cadence
indefinitely.
The other four queries in that hook can 403 the same way for restricted
roles, and any one of them alone sustains the loop — hence the option on
all five.
Not fixed here: `IntegrationPage` tearing down its subtree whenever
`isLoading` flips
(`pages/project/[ref]/integrations/[id]/[pageId]/[childId]/index.tsx:58-94`)
is the amplifier that turns a wasted request into a loop, and will still
reset UI state on any background refetch. Worth a follow-up.

(absent table → `[]`, populated/ordered/special-chars, legacy
version-only table, full pg-meta-shaped multi-statement string, GUC
non-leakage).
Note (out of scope, pre-existing):
`packages/pg-meta/src/sql/studio/advisor/lints.ts` still uses
`query_to_xml` — a separate pre-existing Multigres risk that should get
its own splinter-pattern sync.

Previously, uncaught permission errors were bubbling up and preventing
the marketplace UI from rendering at all. This is a problem because
users might have access to the integrations tab, but not permissions to
view all the connected resources on a particular integration. In that
scenario, we want to degrade gracefully and show them only those
resources they have access to.
Fixes a batch of production Studio crashes from Sentry (all caught by
the global error boundary). Most are missing array/null guards where an
endpoint typed as an array — or with a nested array field — returned a
non-array body in production; a few are one-off render crashes.

This adds a layer of indirection to fetch partner integration listings
for the marketing page from the new Marketplace DB, which will allow us
to maintain these listings via the same admin UI we're building for
in-app integration listings.
Fixes INT-102
This PR migrates the whole monorepo to use Tailwind v4:
- Removed `@tailwindcss/container-queries` plugin since it's included by
default in v4,
- Bump all instances of Tailwind to v4. Made minimal changes to the
shared config to remove non-supported features (`alpha` mentions),
- Migrate all apps to be compatible with v4 configs,
- Fix the `typography.css` import in 3 apps,
- Add missing rules which were included by default in v3,
- Run `pnpm dlx @tailwindcss/upgrade` on all apps, which renames a lot
of classes
- Rename all misnamed classes according to
https://tailwindcss.com/docs/upgrade-guide#renamed-utilities in all
apps.

## Context
Part of marketplace integrations, this moves the last integration over
to the new integrations UI
Just a heads up though that the code changes imo are quite messy - am
trying to figure out how to shift a lot of the integration logic (e.g
installing, installation progress tracking, etc) into a code
configuration within `Integrations.constants.ts` so pardon the
mid-transition state. I reckon we'll be able to clean up things once
requirements are bit more clearer. (Refer to "Moving forward" section
below for details)

Related to marketplace integrations
Shifts Database Webhooks integration to the new Integrations UI. This
one's a bit different from the previous PRs as this involves a full SQL
installation query instead of only just a database extension. So am
tweaking `Integrations.constants` a little.
For context eventually all the integrations will be pulled remotely from
a database, so am still trying to figure out an optimal data structure,
but requirements will be clearer as we build out the UI
RE installing integrations:
- For now, if the integration has a provided SQL installation command,
that'll take precedence
- Else, if the integration has a provided SQL installation query, we'll
use that on the /query endpoint
- Otherwise, if the integration only requires database extensions,
dashboard will generate the queries to install the extensions
- In the case of the former tho, we won't allow users to choose which
schema to install the extension in too

* Adds an upgrade flow to the stripe sync engine, allowing users to
upgrade to the latest version when it becomes available.
* When a new version of sync engine becomes available, users will see an
upgrade button instead of install button.
* Bumps `supabase-management-js` to version 2.0.2 and
`stripe-experiment-sync` to version 1.0.27.
* Uses `parseSchemaComment` and related logic from the
`stripe-experiment-sync` package in order to avoid writing duplicate
code in supabase ui.
* Allows installation/uninstallation to timeout after 5 minutes to avoid
these operations from getting stuck in case an error occurs in their
processing. This allows users to retry the operation, as opposed to the
older behaviour where the users always see a spinner on the
install/uninstall button and couldn't do anything.
* Remove the SSL enforcement admonition as it is no longer required.
Sync engine can now be installed with or without SSL enforcement
enabled.

## Context
Initial ground work for Marketplace Integrations (feature flagged under
the flag `marketplaceIntegrations`), in which some integrations will be
fetched over a network request (than hard-coded within the repo).
Feature flag just controls whether to we need to fetch them.
Similarly, categories under "Explore" will also be fetched, and the flag
just decides whether that should be enabled.
We're also planning to update the overview tab for integrations as well,
in which integrations fetched over the network request will use the new
UI (altho not functional just yet)
## To test
Note that the LOC changes are seemingly large, but that's just because
I've added in a types file for the Supabase project that we're using to
store the integrations data

This PR makes the following changes:
* Refactors the Stripe sync engine integration so that impossible states
are unrepresentable in the code.
* Factors out common code and functions into a single location to avoid
duplication.
* Factors out code to fetch installation/uninstallation and sync status
into a separate hook to make the code more readable.
* Shows uninstall progress when the user uninstalls the integration.
* Moves the **Uninstall integration** button from the **Settings** page
to the **Overview** page. This is done to avoid us having to track the
uninstallation progress via the url query params when the user is
redirected to the **Overview** page during uninstallation. Also it makes
sense for installation/uninstallation to be available on the same
location.
Note that even with the above changes there are some limitations to how
the uninstallation progress is shown. In particular, if the user
refreshes the page, the uninstallation status is lost because the
background uninstallation procedure currently doesn't update the comment
on the stripe schema during uninstallation. We are making a change in
the stripe sync engine code for that here:
