Hauser c1de42af2c fix(heal): type legacy MRF decisions and defer diagnostics (#8778 )

* fix(heal): explain unverified legacy heal outcomes

Preserve storage diagnostics in canonical unknown outcomes and explain
legacy payload identity limits through the shared local/peer status path.
Borrow expected receipt identities while preserving all proof checks.

* fix(heal): keep diagnostics from pausing merged MRF repairs

Require the actual MRF executor before publishing legacy pause events.
An ordinary queued owner can retain a merged durable MRF notice without
having performed the specialized deep check. Preserve its diagnostic
without granting it authority to park the repair responsibility.

* fix(heal): type MRF outcomes and defer status diagnostics

Carry storage-owned legacy observations in process and return a typed
terminal result only after the qualified MRF Deep check. Publish pause
events from that result and exact identities instead of source or text.
Keep object names out of retry classification and compute only the
status diagnostic selected by the canonical execution state.
