Cleaning this file up, it was ending the walk early in a few cases, we need this because most servers have more than one IOAPIC. Will be used in the arbiter code to allow proper enumeration of the max GSI in the system so we can boot on enterprise servers. Or Core Ultra processors which sometimes seem to do it now too.
