- Implement PrettifyFileDescriptionW, SHGetFileDescriptionA,
  and SHGetFileDescriptionW functions.
- Modify shlwapi.spec.
- Add prototypes into <shlwapi_apitest.h>.
- Add SHGetFileDescription testcase.
