Alex Mendoza 4a1e2f85cc [SHELL32][SHELL32_APITEST] Implement PathIsSlowW and add a test (#9096) 
- Implement PathIsSlowW, remove it from stubs.cpp and move it to utils.cpp.
- Do a test for it, add it to testlist.c and add it to CMakeLists.txt
