Refactoring and improve readability.

- Add GreGetCharWidthW helper
  function.
- Rewrite NtGdiGetCharWidthW
  using GreGetCharWidthW.
- Refactor NtGdiGetGlyphIndicesW.
- Improve sanity check of
  GetCharWidthA/W/I,
  GetCharWidth32A/W, and
  GetCharWidthFloatA/W.
- Add GetCharWidth testcase to
  gdi32_apitest.
