The goal is a correct implementation of shell32!ShellExecute.
JIRA issue: CORE-17482
- Add SHELL_InRunDllProcess helper function.
- Add structure size check to ShellExecuteExA function.
- Add code to ShellExecuteExW function.
- Add "MaximizeApps" registry value check.
