CORE-19758

- Add a helper `SetupSetFileAttributes()` function that sets the filesystem
  attributes of a file.

- Mark freeldr.sys and rosload.exe as SYSTEM, HIDDEN, READONLY (similar to
  NTLDR and associated files on Windows 2003).
