2aadf2eb26 [SHELL32] Implement and use SHOpenPropSheet (#7432) 
- Implement SHOpenPropSheetW.
- Reuse already opened propertysheets and format dialogs by finding the existing unique stub window.
- Default .lnk property dialog to the shortcut tab.
