036206a1c3 [MSPAINT] Refactor loading/saving image file (#2686) 
- Add DoLoadImageFile, CreateWhiteDIB, and CMainWindow::ConfirmSave functions.
- Replace LoadDIBFromFile function with DoLoadImageFile.
- Fix the empty file loading.
- Delete UpdateApplicationProperties function.
- Rewrite SaveDIBToFile function.
