sjhu 7a2fd36c0c docs: update tool calling status — 8/8 web models verified ...

Update README (EN + CN) and design spec with verified test results:
- All 8 DOM web models pass tool calling (weather query → web_search)
- Document middleware architecture and 6 core tools
- Add references to arXiv paper and ComfyUI LLM Party project
