46dce0e98f fix: 修复 GitHub Actions Linux 构建和 macOS artifact 丢失问题 
- 恢复 tauri.conf.json targets 为 "all"
- 在 Linux CI 构建时通过 --bundles 参数排除 AppImage
- 避免全局设置 targets 导致 macOS dmg/app 无法生成
