1289d30151 feat: add dot-skill Roadmap with 7-language support, announce in README 
- ROADMAP.md (English) as main roadmap — community-facing
- Translations: ZH, ES, DE, JA, PT, RU in docs/lang/
- README update block announces roadmap, project board, and milestones
