1ffd82c4a3 [Android] Decodes mp3 & ogg audio file by the libaries in Android 7.1 source code. Benefit: 
* Avoids crashes on some specific android devices (e.g. Red Mi Note4) while decoding audio file in multi-threads.
* Improves performance of decoding, 2x faster
