Subject: [PATCH] docs: fix broken star history chart in README (#3307)

Closes #3293

The api.star-history.com SVG endpoint is broken due to GitHub
stargazer API restrictions. Switch to the working alternative at
star-history.dera.page for both dark/light SVGs and the chart link.
