- Add ShadowQUIC core implementation and remove ShadowQUIC plugin. ShadowQUIC Brutal and SunnyQUIC are removed.

09101db394 Manually strip symbols in plugin binaries to fix reproducible build 
- `stripReleaseDebugSymbols` NDK version detection order: `ndk.dir` in `local.properties` -> `android.ndkVersion` of the module -> AGP choose a "suitable" but usually old version itself (`ANDROID_NDK_HOME` is always ignored)
- `stripReleaseDebugSymbols` only uses `llvm-strip` of the detected NDK version to strip, and will be skipped if the detected NDK version does not match the installed NDK version
