09101db394 Manually strip symbols in plugin binaries to fix reproducible build 
- `stripReleaseDebugSymbols` NDK version detection order: `ndk.dir` in `local.properties` -> `android.ndkVersion` of the module -> AGP choose a "suitable" but usually old version itself (`ANDROID_NDK_HOME` is always ignored)
- `stripReleaseDebugSymbols` only uses `llvm-strip` of the detected NDK version to strip, and will be skipped if the detected NDK version does not match the installed NDK version

b316d02105 Fix deprecated 'set-output' in workflow (#602) 
* Fix deprecated 'set-output' in workflows

* Use 'rustup' command instead of 'actions-rs/toolchain'

... since the workflow haven't been updated in 2 years.

And it's not necessary to use a workflow, since 'rustup' is included in GitHub Action's default image and the command is not complex.
