- Add logic to cap long OpenAI Responses tool names to 64 characters while retaining the most identifying portion. - Implement disambiguation for truncation-induced collisions by appending suffixes to ensure unique tool names. - Prevent truncated names from overlapping with namespace-less local names or previously declared aliases. - Refactor declaration processing logic to consistently apply capping and disambiguation across requests and replayed history. - Extend test coverage to validate correct capping, disambiguation, and namespace recovery for tool calls in streaming and non-streaming scenarios.
