Luis Pater e56547f39d fix(auth): avoid unnecessary scheduler rebuilds by checking sync needs from auth map ...

- Add `isSchedulableAuth` to identify schedulable credentials and filter out disabled or invalid entries
- Implement `needsSyncFromMap` to check scheduler synchronization directly from the auth map without cloning
- Prevent unschedulable credentials and mismatched counts from triggering redundant scheduler rebuilds
