- Pass the active configuration to ApplyClaudeLegacyDeviceHeaders under cloak_mode never while allowing plausible newer SDK and runtime versions for confirmed clients.
- Document that cloak_mode never preserves confirmed caller headers ahead of stabilize-device-profile pinning and add regression coverage.
