- Classify Codex turn-rate and model-capacity 429s as transient per-model rate limits via a new executor contract, honour upstream Retry-After headers behind quota resets, and cool only the reporting model without quota labelling or exponential backoff.
- Carry the trusted retry deadline to terminal clients and retry scheduling across direct, streaming, bootstrap, and Home paths, keeping Home aggregated deadlines authoritative over per-attempt hints.
