Luis Pater 57a129964f fix(watcher): preserve file credentials when auth directory is unreadable during full scan ...

- Record non-ErrNotExist os.ReadDir failures on the auth directory as incomplete during synthesis and client reload hash rescans so existing file-backed credentials, hash tracking, and file indexes are retained.
- Treat credentials whose file AttributePath parent directory is marked incomplete as incomplete during refreshAuthState and add regression tests for unreadable auth directories.
