- Introduce `defaultClaudeChatMaxTokensForModel` to determine default max tokens based on model metadata and fallback rules.
- Update `ConvertOpenAIRequestToClaude` to apply model-specific default max tokens and handle null `max_tokens` or `max_completion_tokens`.
- Implement `stripTranslatedDefaultMaxTokens` in Claude executor to allow payload default rules to override synthesized max tokens when omitted by the caller.
