- Add freshness validation helper for antigravity credits hints and synchronize the refresh interval constant.
- Allow expired negative credits hints to trigger re-validation and clear permanent failure state upon successful recovery.
- Include `INSUFFICIENT_G1_CREDITS_BALANCE` in full quota exhaustion decisions and ensure candidates with expired negative hints are re-queried.
